Foreign Worker Salary in Israel 2026: Construction, Caregiving, Agriculture and Hospitality Pay Guide for Employers

Planning to recruit foreign workers for construction, caregiving, agriculture or hospitality in Israel? Salary is one of the first questions employers, HR teams and manpower agencies need to answer — but it is also one of the easiest areas to get wrong.

A salary figure copied from a generic recruitment website may not reflect the current Israeli minimum wage, a sector-specific collective agreement, an applicable extension order, overtime obligations, weekly-rest payments, foreign-worker deductions or the specific employment conditions attached to a particular permit.

For Israeli employers considering international recruitment, the more useful question is therefore not simply “What is the salary of a foreign worker in Israel?” The better question is:

“What salary must I legally budget for this particular occupation, sector, skill level and working pattern — and what additional employment costs should I expect?”

This guide takes that approach. It separates statutory wage floors from market salary indicators and highlights where a single published number would be misleading.

Why There Is No Single “Foreign Worker Salary” in Israel

Foreign workers in Israel are not employed under one universal salary scale.

The applicable remuneration can depend on the sector, occupation, professional grade, employment arrangement, collective agreement or extension order, working hours, overtime, weekly rest, holidays and the terms governing the relevant foreign-worker permit.

Israeli labour protections also apply to foreign workers. The Ministry of Labor states that foreign workers are generally entitled to the same basic employment protections applicable to workers in Israel, while certain sectors have additional rules governing wages and working conditions.

This distinction is particularly important for employers recruiting from India. A recruitment proposal may mention a monthly salary, but the employer should also establish whether that amount is:

  • a statutory minimum wage;
  • a sector-specific minimum wage;
  • a contractual gross salary;
  • a market salary benchmark;
  • a salary excluding overtime and rest-day payments; or
  • a total payroll budget including statutory employer obligations.

These are not interchangeable figures.

Israel Minimum Wage 2026: The Starting Point

Israel’s general minimum wage for an adult employee in full-time employment is ₪6,443.85 per month.

The official minimum hourly rates are ₪34.64 when calculated over 186 hours and ₪35.40 when calculated over 182 hours. The applicable calculation depends on the employment and payroll framework.

2026 statutory figure Amount Approx. USD*
Monthly minimum wage ₪6,443.85 ~$2,132
Hourly rate — 182-hour calculation ₪35.40 ~$11.72/hour
Hourly rate — 186-hour calculation ₪34.64 ~$11.46/hour

* Exchange rates change, so employment contracts should be structured in the legally applicable Israeli currency rather than relying on a fixed USD equivalent. The minimum wage is a legal floor, not a recommended salary for every occupation.

Foreign Worker Salary Reference: Four Major Recruitment Sectors

The following table is designed for employer budgeting. It intentionally distinguishes between verified statutory salary levels and market reference data.

Sector Verified salary floor / reference Approx. USD How employers should interpret it
Construction ₪6,443.85–₪7,600/month depending on construction grade ~$2,132 – $2,514 Use the applicable construction grade and employment rules. Do not assume the general minimum applies to every construction occupation.
Caregivers At least ₪6,443.85/month, subject to the applicable live-in caregiver rules ~$2,132+ Do not treat the general overtime model as automatically applicable. Weekly rest, rest-day work and permitted deductions must be separately budgeted.
Agriculture General statutory floor: ₪6,443.85/month; AllJobs market benchmark: ₪11,401 average for agricultural workers ~$2,132 legal floor; ~$3,772 market benchmark The ₪11,401 figure is a market benchmark, not an official foreign-worker salary tariff.
Hospitality / Catering Private catering minimum: ₪7,281.55/month or ₪40/hour; skilled kitchen roles can be materially higher ~$2,409 minimum; ~$13.23/hour Restaurant, catering and hotel positions should be checked against the applicable sector rules and the exact occupation.

Important: This table should not be read as saying that every foreign worker in each sector earns the same amount. It is a starting point for employer budgeting and contract verification.

Employer recruitment details

1. Construction Worker Salary in Israel

Construction is one of the sectors where publishing a single “foreign construction worker salary” is particularly risky.

Israeli construction employment has sector-specific wage rules. The construction minimum-wage structure provides different monthly and hourly minimums according to the worker’s professional grade.

Construction grade 2026 monthly minimum Approx. USD/month
Grades 1–2 ₪6,443.85 ~$2,132
Grade 3 ₪6,900 ~$2,282
Grade 4 ₪7,600 ~$2,514

For foreign construction workers, the salary calculation can become more complicated because the applicable employment procedure may require payment for a minimum number of hours even where actual working hours are lower.

The State Comptroller’s 2026 report discusses the requirement applicable under the construction foreign-worker procedure for payment corresponding to at least 236 hours in certain arrangements, while noting special arrangements that have applied to some Indian workers in renovation and infrastructure work.

This means an employer should not simply multiply the basic monthly wage by the number of workers and assume that represents the complete construction payroll.

What can move construction pay above the statutory floor?

  • Professional grade and experience.
  • Trade specialization such as formwork, steel fixing, scaffolding, masonry or finishing.
  • Overtime and additional working hours.
  • Weekly-rest or holiday work where legally permitted.
  • Specific contractual or collective-agreement provisions.
  • Minimum paid-hour requirements under the relevant foreign-worker employment arrangement.

Current Israeli recruitment advertisements also demonstrate that skilled construction-related roles can be offered considerably above the statutory floor.  This is a market recruitment example, not a statutory foreign-worker wage.

2. Foreign Caregiver Salary in Israel 2026

Caregiver employment requires a different salary model from construction, agriculture or restaurant employment.

A live-in foreign caregiver is generally entitled to at least the applicable Israeli minimum wage.

That means a monthly minimum of ₪6,443.85, before lawful deductions and before additional payments that may arise under the caregiver’s employment arrangement.

However, employers should avoid describing ₪6,443.85 as the caregiver’s complete monthly employment cost.

Weekly rest is a major budgeting issue

Live-in foreign caregivers are subject to a special weekly-rest arrangement. The weekly rest period must be at least 25 consecutive hours.

If a caregiver works during the weekly rest period or applicable holiday, additional remuneration can become payable.

The Israeli government standard employment contract for foreign caregivers provides for an additional payment based on % of the daily salary when the caregiver works during the weekly rest period or holiday.

Therefore, the employer’s financial calculation should distinguish between:

  • monthly gross salary;
  • weekly-rest work payments;
  • holiday payments where applicable;
  • lawful accommodation, food, insurance and other deductions;
  • employer insurance obligations; and
  • any additional contractual benefits.

Why we should not publish an artificial caregiver “salary range”

Unlike some skilled occupations where current job advertisements provide useful market salary signals, publicly available Israeli data do not provide a sufficiently reliable foreign-caregiver-specific salary distribution that would justify publishing a broad range such as “₪7,000–₪10,000” as though it were an official market standard.

For a credibility-focused manpower agency, the safer position is to publish the verified statutory floor and explain the additional payment structure rather than manufacture a market range from unrelated caregiver advertisements.

3. Agricultural Worker Salary in Israel

Agriculture remains an important foreign-worker employment sector in Israel, and the Population and Immigration Authority continues to operate specific procedures for registering foreign agricultural workers and allocating employment permits.

From a salary perspective, the safest starting point is the applicable statutory wage floor. For an adult full-time worker, the general minimum wage is ₪6,443.85 per month.

However, the Israeli agricultural labour market shows that actual earnings can be higher depending on the occupation, working pattern, productivity arrangements, experience and employer.

Current market reference

All Jobs currently reports an average salary of approximately ₪11,401 per month for the broad “agricultural workers” category. At the September 2026 Bank of Israel representative exchange rate, that is approximately $3,772 per month.

That figure should be treated carefully. AllJobs explains that its salary database is based on salary information submitted by workers and processed statistically.

It is therefore a useful Israeli labour-market benchmark, but it is not an official foreign-worker salary scale and should not be represented as one.

Agriculture salary reference NIS/month Approx. USD
General statutory minimum ₪6,443.85 ~$2,132
All Jobs agricultural-worker market average ₪11,401 ~$3,772

Employer warning: These two figures should not be presented as a guaranteed salary range of “₪6,443–₪11,401” for foreign agricultural workers. They represent two different concepts: a legal floor and a broad Israeli market benchmark.

4. Hospitality, Restaurant and Culinary Worker Salary in Israel

Hospitality is another sector where the phrase “hospitality salary” covers several different jobs: hotel kitchen workers, cooks, bakers, pastry professionals, restaurant workers, catering employees, sous-chefs and other skilled culinary positions.

For this reason, salary should be assessed by occupation and applicable sector rules, rather than using one figure for every hospitality worker.

Private catering sector: a higher statutory floor

The minimum wage for employees in the private catering sector is ₪7,281.55 per month. This represents 113% of the general Israeli minimum wage.

Role / reference Observed / statutory figure Approx. USD
Private catering statutory minimum ₪7,281.55/month ~$2,409
Kitchen worker — All Jobs average ₪8,381/month ~$2,773
Assistant cook — All Jobs average ₪7,942/month ~$2,628
Sous-chef — All Jobs average ₪12,593/month ~$4,166
Current hotel/restaurant cook advertisements Approximately ₪50–₪65/hour in examples reviewed ~$16.54–$21.50/hour

The market figures above are useful when an Israeli employer is trying to understand competitive pay for skilled culinary recruitment. They should not be described as statutory foreign-worker rates. Know more about Foreign Worker Recruitment for Israel From India

Why skilled Indian culinary recruitment can command a different salary

An experienced chef, baker, pastry professional or specialized culinary worker may have a very different market value from an entry-level kitchen worker.

Relevant factors can include:

  • years of professional experience;
  • specialized cuisine knowledge;
  • bakery or pastry specialization;
  • ability to work independently;
  • hotel or high-volume kitchen experience;
  • food-safety and hygiene knowledge;
  • language and communication ability;
  • shift flexibility;
  • leadership or supervisory responsibility; and
  • the location and operating model of the Israeli employer.

For employers recruiting experienced Indian chefs and hospitality professionals, comparing the proposed salary only with the national minimum wage can therefore produce an unrealistic recruitment offer.

  • The required documentation is handled systematically.
  • Both sides remain connected throughout the process.

That is the foundation of long-term recruitment relationships.

Employer Contributions: An Important 2026 Update

Employers should also be careful when calculating National Insurance contributions for foreign workers.

For foreign residents in 2026, the National Insurance Institute publishes employer contribution rates of  % on the salary portion up to some % of the average wage and % on the portion above that threshold up to the applicable contribution ceiling. Find best Israel Manpower Agency

These rates are different from the ordinary National Insurance and health-insurance rates applicable to Israeli residents, so an employer should not automatically use a standard Israeli employee payroll calculator for a foreign worker.

Foreign-worker pension/deposit arrangements also require sector-specific attention.

For example, official foreign-worker employment contracts can require deposits into the foreign-worker deposit account in place of ordinary pension arrangements, with the applicable percentages depending on the relevant sector and contract.

Gross Salary, Deductions and Take-Home Pay: Three Different Numbers

When an employer sees a salary of ₪7,000, ₪8,000 or ₪10,000, it is important to establish exactly what that number represents.

A foreign worker’s:

  1. Gross contractual salary
  2. Lawful deductions
  3. Net amount received

are not necessarily the same.

Israeli rules permit certain deductions from foreign workers’ wages under defined conditions and subject to limits.

Accommodation-related deductions, insurance and certain other expenses are regulated and should not be treated as an unrestricted employer deduction.

For example, the Israeli Knesset reported in July 2026 that updated maximum permitted accommodation deductions for foreign workers vary by location, including amounts for Jerusalem, central Israel, Tel Aviv, Haifa, the north and the south.

This is why an employer should always distinguish between the gross salary promised in the employment contract and the expected net amount after lawful deductions.

How Israeli Employers Should Compare a Foreign Worker Salary Offer

Before approving an international recruitment demand, an employer should ask five practical questions.

1. What is the legally applicable minimum?

Start with the current Israeli statutory minimum and then check whether the occupation or sector has a higher minimum under an extension order, collective agreement or special arrangement.

2. Is the salary gross or net?

A recruitment proposal should clearly state whether the figure is gross salary before lawful deductions or an intended net amount.

3. Are overtime and weekly-rest payments included?

Do not assume that a quoted monthly salary automatically covers every hour worked. The applicable rules must be checked for the sector and employment arrangement.

4. What benefits and deductions are part of the package?

Accommodation, meals, medical insurance, transportation and other components should be documented separately rather than hidden inside a headline salary figure.

5. Does the proposed salary attract the right skill level?

A legal minimum may be sufficient for compliance but insufficient for recruitment. Skilled construction trades, experienced chefs, bakers, pastry professionals and other specialized workers may require a competitive market offer.

Key Takeaways for Employers Hiring Foreign Workers in Israel

  • ₪6,443.85 is the general Israeli monthly minimum wage.
  • Construction has a separate graded wage structure, reaching ₪7,600/month for the highest listed general construction grade.
  • Live-in foreign caregivers require special treatment because their weekly rest and working-on-rest-day rules differ from ordinary employment arrangements.
  • Private catering has a 2026 minimum of ₪7,281.55/month.
  • Agricultural-worker market data suggest salaries can be materially above the statutory floor, but broad market averages should not be presented as official foreign-worker salary rates.
  • Skilled hospitality professionals can command significantly higher market salaries than entry-level workers.
  • USD conversions are useful for international comparison, but employment contracts should be based on the legally applicable Israeli salary structure.
  • Salary is only one component of the total foreign-worker employment cost.

A More Reliable Way to Budget Foreign Manpower in Israel

The most reliable salary guide is not the one containing the largest number of salary figures.

It is the one that clearly tells an employer which numbers are legally binding, which are sector-specific, which are market observations and which require case-by-case verification.

For Israeli employers considering foreign recruitment from India, that distinction can prevent under-budgeting, recruitment delays, contract revisions and compliance problems later in the deployment process.

Venkatesh Manpower Consultancy can help Israeli employers evaluate the appropriate manpower category, salary structure and recruitment requirement before beginning the international hiring process.

Sources and validation note

This article is based on cross-checking information from Israeli public authorities and current Israeli labour-market sources, including the National Insurance Institute (Bituach Leumi), Population and Immigration Authority (PIBA), Ministry of Labor, Knesset publications, official foreign-worker employment documents and current Israeli job-market salary data.

Publication note: Salary figures, exchange rates, sectoral wage orders, foreign-worker procedures and permitted deductions can change. Employers should verify the applicable rules at the time an employment contract, demand letter or recruitment order is prepared.
